onDispatchDropped
Called when an action is discarded without processing.
This happens while the store is externally driven and the action is not ExternalControlExempt, and for every action that was still queued when a reset swapped the store to a fresh generation.

Implement onDispatchDropped(action, reason). The store now reports why an action was dropped.
Older form of onDispatchDropped that cannot say why the action was dropped.
The two-argument overload forwards here by default, so an implementation that still overrides this keeps receiving every drop until it moves.
